The public TOR defines what needs to be reviewed. The simulated project pack sits in the middle. The AI drafts a PMU note from that pack. The officer still decides what, if anything, is acceptable.

The prototype never claims live PMIS access. It demonstrates how the same review engine could fit a Tourism workflow once real hosting, identity, logging, and departmental approval exist.
